Two projects are evaluation the effectiveness of child care quality improvement initiatives in Indiana. The first is a study of a multi-year comprehensive child care quality improvement initiative in southwestern Indiana. The second is a new statewide quality rating and improvement (QRS) system, "Paths to QUALITY", which began in 2008. The questions investigated by Elicker, Carolyn Langill and Karen Ruprecht are 1) Do the QRS and other quality improvement initiatives result in observable increases in the quality of care provided by licensed child care centers, licensed family child care homes and registered child care ministries? 2) Do the quality improvements that occur in these programs produce observable benefits in children's development and early learning?
